ECO4 stands for the Energy Company Obligation (Phase 4), which is the fourth phase of the government's Energy Company Obligation (ECO) scheme, with a £4 billion round of funding to help people improve energy efficiency in their homes. ECO is a long-running program aimed at improving the energy efficiency of homes throughout the UK, especially for low-income and vulnerable households.
The ECO4 grant is open to tenants, homeowners, landlords, and housing associations. So long as you fulfil the criteria, you can claim the money. - You’re on qualifying benefits, and you are a homeowner with an EPC rating of D to G
- Or you rent your home privately and have an EPC rating of D, E, F, or G
- Or you rent your property through a social housing provider and have an EPC rating of D or E
- Or your annual household income is less than £30,000

What is the Home Upgrade Grant phase 2 (HUG2)?
The Home Upgrade Grant Phase 2 (HUG2) scheme is available to provide FREE energy-saving home improvements to people who struggle to pay their heating bills and keep their homes warm in the winter.
Funded by the government, the scheme is available to homeowners with off gas properties in participating local authority areas who meet certain eligibility criteria.
Eligibility for the grant depends on factors including household income or benefits, location, and the energy performance of homes.
What's the eligibility criteria for HUG?
If you meet the following eligibility criteria you could then benefit from free home insulation, heating upgrades and more through the HUG2 Scheme:
- You have a low Energy Performance Certificate (EPC) rating of D, E, F, or G
- You are a homeowner

- Or the home you live in is not heated by mains gas which includes oil, coal, LPG, or only electric heating
- Or your combined household annual income is less than £36,000 gross
- Or you are receiving certain income-related benefits such as Universal Credit

What is the Boiler Upgrade Scheme (BUS)?
The Boiler Upgrade Scheme (BUS) is available is to help reduce the carbon footprint of homes and small business property throughout England and Wales by making it easier and more affordable to install low-carbon heating systems like heat pumps.
This is another alternative to improving your property’s EPC is through the Boiler Upgrade Scheme.
Through this government scheme, eligible landlords can upgrade their property’s boiler to a more efficient model for no upfront cost.
The Boiler Upgrade Scheme can be applied to all privately rented properties and is available to landlords with an EPC rating of D or lower.
To be eligible for a grant through this scheme, you must own the property, and it must be in England or Wales.
The property must also have a valid Energy Performance Certificate (EPC) with no outstanding recommendations for insulation and an insulation capacity of up to 45kWth.
If you're looking to replace your existing boiler with a more environmentally friendly system, this scheme can significantly reduce your upfront costs.
What's the eligibility criteria for BUS?
If you meet the following eligibility criteria you could then benefit from free home insulation, heating upgrades and more through the HUG2 Scheme:
- You have a low Energy Performance Certificate (EPC) rating of D or lower.
- You’re a Homeowner

- Property is within England and Wales
- The EPC has no recommendations for loft or cavity wall insulation
- Your property must have an installation capacity of up to 45kWth
- Your property must not be a new build property that the developer is still building.
- You must be in a financial position to be able for any contributions above the grant amount if applicable

The Local Authority Flexibility Scheme (LA FLEX)?
Local Authority Flexibility (LA Flex) is part of the government’s ECO scheme and is designed to help people across the UK ,who are living in fuel poverty to avoid having a cold home.
This is even if you aren’t receiving means tested benefits for example Universal Credits or Job Seekers Allowance, you could still qualify for help and support towards the cost of adding loft, underfloor and cavity wall insulation, along with other energy efficiency improvements.
Who Can Benefit from LA Flex?
- Low-income households that do not receive income-based benefits but are still considered vulnerable
- Households with medical conditions that are made worse by living in a cold home (e.g., asthma, arthritis, or heart disease)
- People living in fuel poverty or areas with high energy costs but who don’t qualify for the standard ECO criteria
- Properties with poor energy performance (typically Energy Performance Certificate [EPC] ratings of D, E, F, or G)

Yes, grants are available if you are looking for central heating as per your affordability. These are for homeowners or private tenants who get benefits like Pension Credit, Universal Credit, Child Tax Credit and more. However, your house must have had a gas meter installed before April 2022.
Yes, having a gas meter and connection installed before April Ist, 2022 is typically required for central heating grants. But that doesn't mean you are out of luck! If your house doesn't have gas, you might qualify for grants that help install air-source heat pumps. Look into those options and see if they might be a good fit for you.
You might need to pay a contribution toward the cost but this will not be known until after the initial in-home survey and will depend on the group you fall into.
In many cases, ECO4 and GBIS grants cover the full cost of the energy-saving improvements. There's no catch at all these grant schemes are legitimately offered by both national and local governments.
