The Local Authority Flexibility Scheme (LA FLEX)
Local Authority Flexibility (LA Flex) is part of the government’s ECO scheme and is designed to help people across the UK ,who are living in fuel poverty to avoid having a cold home.
This is even if you aren’t receiving means tested benefits for example Universal Credits or Job Seekers Allowance, you could still qualify for help and support towards the cost of adding loft, underfloor and cavity wall insulation, along with other energy efficiency improvements.
The LA Flex scheme gives local authorities the flexibility to support residents based on income, health, or household vulnerability, helping more people access government-backed grants to reduce energy bills, stay warmer, and cut carbon emissions.
Who Can Benefit from LA Flex?
- Low-income households that do not receive income-based benefits but are still considered vulnerable
- Households with medical conditions that are made worse by living in a cold home (e.g., asthma, arthritis, or heart disease)
- People living in fuel poverty or areas with high energy costs but who don’t qualify for the standard ECO criteria
- Properties with poor energy performance (typically Energy Performance Certificate [EPC] ratings of D, E, F, or G)
Please note If you are eligible, we'll need to perform a no-obligation home survey to make sure the works can be carried out.
Types of Improvements Funded:
- Insulation improvements to loft, cavity wall and solid wall
- Boiler replacements or upgrades
- Heating system improvements upgrading to more efficient systems like heat pumps
- Renewable energy installations in some cases
Benefits of LA Flex:
- Local approach which gives councils the flexibility to support the households that need it most in their areas

The Boiler Upgrade Scheme (BUS) is a UK government initiative that provides grants for homeowners to upgrade their heating systems. It supports the installation of renewable heating technologies like air source heat pumps, ground source heat pumps, and biomass boilers.
To qualify for BUS, you must:
Be a homeowner or small business property owner in England or Wales.
Replace an existing fossil fuel boiler (gas or oil) with a renewable heating system like a heat pump.
Meet certain insulation standards in your home.
Yes, landlords can apply for grants if their properties and tenants meet the eligibility criteria. These grants can help landlords improve the energy efficiency of their rental properties, benefiting both tenants and property values but the range of grants available varies by scheme.
Yes! The schemes are available for privately rented properties - you just need to receive the qualifying benefits, check your home has an EPC rating of D or E and have permission from your landlord.
The time it takes to get the insulation works start date depends on the grant application process. This can be between a few weeks to six months to be agreed. Once agreed and the works have been booked in takes 3-5 days for internal insulation works and between 5-7 days for external insulation work.
The time it takes to get insulation installed after applying for funding depends on several factors, including the type of insulation, the grant application process, and the demand for installers in your area:
The schemes cover various types of insulation, including loft, cavity wall, solid wall, and underfloor insulation, depending on your property's specific needs.
Yes, grants are available if you are looking for central heating as per your affordability. These are for homeowners or private tenants who get benefits like Pension Credit, Universal Credit, Child Tax Credit and more. However, your house must have had a gas meter installed before April 2022.
Yes, having a gas meter and connection installed before April Ist, 2022 is typically required for central heating grants. But that doesn't mean you are out of luck! If your house doesn't have gas, you might qualify for grants that help install air-source heat pumps. Look into those options and see if they might be a good fit for you.
You might need to pay a contribution toward the cost but this will not be known until after the initial in-home survey and will depend on the group you fall into.
The UK Government has announced a target of net zero for greenhouse gas emissions by 2050. This means that the amount of greenhouse gas produced by the UK equals the amount removed.
Some homes in the UK are less energy efficient than others, especially older homes. The grants aim to increase the energy rating of these homes and make them more efficient.
There's no catch at all these grant schemes are legitimately offered by both national and local governments.
Bear in mind that all work is subject to survey and is dependent on how much money you are eligible to claim.
We'll ask you to answer a few questions and determine your eligibility for funding. If you (or the person you are claiming on behalf of) qualify, we'll identify how much grant money can be claimed.
We'll then put you in touch with a trusted and accredited installer near you. They'll survey the property and identify the right energy-saving measure to install.
The grant money is paid directly to the installer, meaning you don't have to handle large amounts of cash.
The LA Delivery Scheme (LADS) is also a potential funding source. Eligible homeowners could claim up to £10,000, while landlords can claim up to £5,000. However, landlords may be asked to contribute a third of the cost of funding.
For both schemes, the property's current energy rating must be E, F, or G. In some cases, if you have a D rating close to an E, this may be considered.
Get in touch with us by clicking here, and we'll help you determine if you're eligible for either of these schemes.
We have a network of installation providers that cover all areas nationwide.
While you may not be eligible for some funding, you may be eligible for LA Flex funding. This is funding that is offered by your local council.
LA Flex funding is offered to low-income households which earn under £30,000. The specific threshold will depend on how many people live in the property and how many dependants they have.
Claimants may be able to get funding for health conditions that are made worse by the cold, like COPD, asthma, arthritis, or cancer, or if there are vulnerable people in the property. By this, we mean older people over the age of 65, young children under the age of 5, or pregnant women.
Yes. All of the work we carry out comes with either a warranty or guarantee.
