What is the Great British Insulation Scheme (GBIS)?
The Great British Insulation Scheme (GBIS) (formerly called the "Energy Company Obligation Plus" or ECO+) is a government initiative aimed at improving the energy efficiency of eligible homes by providing insulation.
The scheme was launched in the summer of 2023, and will run until March 2026 and is part of the UK's broader efforts to reduce carbon emissions, lower energy bills, make homes warmer and more energy efficient.
What's the eligibility criteria for GBIS?
- You’re on qualifying benefits, and you are a homeowner with an EPC rating of D to G
- Or you rent your home privately and have an EPC rating of D or E
- Or you are a homeowner and have an EPC rating of D or lower and are within a council tax band of A to D in England and A to E in both Wales and Scotland.
- Or your annual household income is less than £31,000
- Or finally a household member has been identified by an NHS Doctor or GP as vulnerable, due to having an ongoing health condition that may be impacted by living in a cold home. This includes conditions such as heart disease, respiratory problems, weakened immune systems, or limited mobility.

- Income-Based Job Seekers Allowance (JSA)
- Income-Related Employment and Support Allowance (ESA)
- Income Support
- Pension Credit
- Universal Credit
- Working Tax Credit
Certain benefits aren't eligible for ECO4 funding. These include disability living allowance, personal independence payment, carer's allowance, and armed forces independence payment. However, you may still qualify for a grant.
